Welcome to the Texas School Safety Center's Basic Plan Toolkit. This Toolkit includes resources from multiple organizations and agencies to assist you with accomplishing multi-hazard emergency operations planning for your school district, open-enrollment charter school, or public junior college. Below, you will find a link to the Basic Plan course. As future research is conducted, resources in this Toolkit will be updated.

This toolkit supports the Basic Plan online course, linked below, that will assist district EOP Planning Teams with creating their districts' Basic Plan using the Template created by the Texas School Safety Center.

Creating a Basic Plan Course

Section 2.0: Trainings

This section provides information and links from multiple agencies to trainings not only directly connected to the online course, but also additional suggested trainings. Unless stated otherwise, all trainings are free for school districts, open-enrollment charter schools, and public junior colleges to attend. These trainings can enhance your skills and knowledge of school safety and are organized by alphabetical order in each of the two categories.

This section provides additional resources from the Texas School Safety Center, state, and federal agencies. The following agency resources are organized by the logical order of use in each of the three categories.
Section 4.0: Tabletop Exercises

A tabletop exercise is not conducive or recommended for this portion of the EOP or annex.
