Welcome to the Texas School Safety Center's Basic Plan Toolkit. This toolkit includes resources from multiple organizations and agencies to assist you with accomplishing multi-hazard emergency operations planning for your school district, open-enrollment charter school, or junior college. Below, you will find a link to the Basic Plan course. As future research is conducted, resources in this toolkit will be updated.

Online Course

The Basic Plan (EOP Development Series) Course is being updated and is not currently accessible. The revised course will be available mid-June 2025.

Section 1.0: Plan Documents

This section includes material found in the Basic Plan online course. The following materials are organized by alphabetical order.
Section 2.0: Trainings

This section provides information and links from multiple agencies to trainings not only directly connected to the online course, but also additional suggested trainings. Unless stated otherwise, all trainings are free for school districts, open-enrollment charter schools, and junior colleges to attend. These trainings can enhance your skills and knowledge of school safety and are organized by alphabetical order in each of the two categories.

This section provides additional resources from the Texas School Safety Center, state, and federal agencies. The following agency resources are organized by the logical order of use in each of the three categories.
Section 4.0: Tabletop Exercises

The Basic Plan, by itself, is not conducive to a standalone tabletop exercise. However, the Basic Plan will be included in any tabletop exercises the Texas School Safety Center facilitates.
