Higher Education Needs Assessment Survey
The purpose of this survey is to help identify the training needs of colleges and universities in the areas of safety and security. The Texas School Safety Center has been asked by the 80th Legislature in 2007 (SB11) to provide safety training and technical assistance to Texas state colleges and universities. Your responses will provide the necessary guidance in developing a program consistent with the safety and security interests of higher education institutions.

Emergency Management for Higher Education Grant Program

Emergency Management for Higher Education (EMHE) grant program (CFDA #84.184T) is designed to fund higher education institution projects to develop, or review and improve, and fully integrate, campus-based all-hazards emergency management planning efforts within the framework of the four phases of emergency management [Prevention-Mitigation, Preparedness, Response, and Recovery].
Applications for this competition are due on May 27, 2008. It is anticipated that 18 awards under this grant program will be made in FY 2008 and award announcements will be made no later than September 30, 2008.

Due to the passage of Senate Bill 11 (80r - 2007), as well as the April 2007 incident at Virginia Tech, the Texas School Safety Center is developing resources, training, and technical assistance for institutions of higher education. This page on our website will be dedicated to sharing those resources.

SUB-CHAPTER G: TEXAS SCHOOL SAFETY CENTER - TEC 37.213.
(b) An institution of higher education may use any appropriate model plan developed by the center under Section 37.205(4).
(c) The center may provide an institution of higher education with on-site technical assistance and safety training.
(d) The center may charge a fee to an institution of higher education for assistance and training provided under Subsection (c).

SBLE Conference Higher Education Track
The Texas School Safety Center is pleased to announce the introduction of a new SBLE Conference track for higher education law enforcement officers. A topic of particular interest to line officers at colleges and universities will be available at each breakout session. Projected topics include student/staff behavioral risk assessment, FERPA and law enforcement, firearms on campus, faculty training for violent classroom intrusion, and design and implementation of tabletop exercises.
FREE Threats Workshop for Texas Colleges & Universities
Signature Science, LLC and the Higher Education Safety and Security Initiative of the Texas School Safety Center at Texas State University are delivering an enhanced series of workshops free of charge to higher education officials.
DHS Announces Release of Application Guidance for Over $3 Billion in Grant Programs
The Department of Homeland Security (DHS) announced on February 1, 2008, the release of application guidance for 14 federal grant programs whose collective purpose is to strengthen prevention, protection, response and recovery capabilities at all levels of government. Infrastructure Protection Program applications are due to the department no later than March 17, 2008, and Homeland Security Grant Program applications are due May 1, 2008.

Office of Safe and Drug-Free Schools (OSDFS), Emergency Planning
Emergency Planning is part of the Department's Lead and Manage My School series, a group of web sites designed to support school-based administrators. OSDFS presents information and resources regarding general emergency management based on the four phases of emergency management: prevention-mitigation, preparedness, response, and recovery. Though primarily geared towards K-12 schools, the information and general principles on this site are very relevant for institutions of higher education as well.

Emergency Response and Crisis Management (ERCM) Technical Assistance (TA) Center
The ERCM TA Center Website offers additional school-based resources addressing crisis management through the four phases. Resources include the Web cast, training documents presented by experts and newsletters addressing key issues. Emergency Management Institute (EMI)
Federal Emergency Management Agency (FEMA) administers the Emergency Management Institute (EMI) and provides training in emergency management. Ready/Listo Campaign
In February 2003, the Department of Homeland Security launched the Ready Campaign, and the Listo Campaign, an English and Spanish version of the national public service advertising campaign. Its purpose is to inform and empower citizens to prepare for and respond to terrorist attacks, disasters and other emergencies. The “Ready Campaign” offers community-based information, guides and strategies for staying safe and secure at home and in the community.

Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention
