Local Law Enforcement Contract Requirements
The following are the contract requirements for each agency:
Retailer education (requires performance measure)
Education of municipal and/or justice court personnel (requires performance measure)
Compliance Inspections (requires performance measure)
Controlled buys (requires performance measure)
Follow-up inspections of violators within 10 days of citation
Evidence of enforcement of Minor in Possession law
Investigation of complaints received on Texas Tobacco Hotline
Enforcement of local ordinances governing smoking and secondhand tobacco smoke
Participation by an LEA representatives in contractor training in the Texas Tobacco Prevention Initiative area
Participation by an LEA representative in the Teen Tobacco Summit and Comprehensive Tobacco Prevention Conference
Participation in Tobacco Law Enforcement training offered on-site by CSCS
Participation by LEA representative as a member of the local tobacco-control coalition
Use of contract funds solely to support contract activities
Coordination with other local law enforcement agencies receiving tobacco funds
Cooperation with DSHS research contractors
Concentration of media efforts on activities that support messages developed by DSHS; no development or use of competing messages
Assignment of one LEA staff person to contract implementation and immediate notification of change in contact staff
